He is throwing a line out with bait instead of using a normal fishing rod hoping to catch something before it gets dark. Many fish come near the edge or shallow water as the sun goes down as the water cools off from the heat of the day. There is a bright red effect in this image mostly because of the reflection of the sun. Sometimes the sea can turn very red near sunset because of the Red Tide in heavily fished populated areas because catching to many algae eating fish causes an imbalance or the red algae.
